Scalloped Potatoes

1/3 cup chopped onions
Pam Cooking Spray
2 tablespoons flour
1 1/4 cups fat free milk
3 medium potatoes peeled and thinly sliced
3/4 cups fat-free American cheese slices (chopped)
1/4 teaspoon pepper
1/2 teaspoon salt 
 
For sauce, spray pot with Pam and sauté onion until tender. Stir in 3
tablespoons of milk, flour, salt, pepper. Add in rest of milk all at once.
Cook and stir until thickened and bubbly. Add in cheese. Stir until melted.
Remove from heat.
 
Place half the sliced potatoes into a greased 1-quart pan.
Cover with half the sauce. Repeat layers. Bake covered in a 350 degree
oven for 35 minutes.
 
Uncover, and bake for another 30 minutes or until tender (may take a little longer). Let stand for 5 minutes before serving.
